Gaining strength overnight, Tropical Storm Noel lashed Cuba and the Bahamas early Tuesday after making a deadly pass over the Dominican Republic. Heavy downpours triggered flooding and mudslides that left 11 people dead, a Dominican government spokesman said. The Associated Press, also citing government officials, reported at least 20 people had been killed and another 20 were missing.
