City Hall has officially canceled this month's big Halloween celebration in the Castro - but from the looks of things, there will be more cops and city crews on hand than ever to make sure the "non-party" doesn't get out of hand.After last year's Halloween in the Castro bash ended with nine people being shot, San Francisco officials decided that enough was enough and that it was time to move the party somewhere else.
Problem was, the somewhere else never materialized, and everyone expects the usual hundreds of thousands of people to descend on the Castro come Oct. 31.
Still, the city stubbornly refuses to grant the event official status or do much to make sure it runs smoothly.
