A 57-year-old man was shot and killed this morning while walking along a residential street in Richmond, police said.The killing occurred on the first day of the police department's new deployment program that assigns all patrol officers to 12-hour shifts to maximize the number of officers on the street in the evening, when crimes are most frequent.
The man was shot at 9 a.m. while walking on Columbia Blvd., near Huntington Avenue in southeast part of the city.
"It's not an area where we see a lot of street crime," said Lt. Arnold Threets.
