The use of tasers by police, in all but immediately life threatening situations, is brutality, and is 'caused', not by the actions of the victims, but by the incompetence of police and their refusal to learn how to do their jobs properly. Can you imagine, a full grown man, armed with handcuffs and a gun, and a baton, tasering an unarmed eight month pregnant woman? This is nothing but cowardice and incompetence.
